After Peter escaped prison in Jerusalem and goes to establish his working headquarters in Babylon (1 Peter 5:13), he put the Apostle James in charge of the central Church of God @ Jerusalem around 43 AD where he remained until being murdered in 62 AD. Then Symeon became the Bishop leading this Church from 62-107 AD. The evangelist Mark was head of the Church of God in Egypt while the Apostle Paul started many churches in varying places leaving those he chose to lead each. Yet, all were subordinate to the central Church of God in Jerusalem.
Peter was in Babylon, the Middle East, and some believe Spain and England (Isles). He was the chief minister of the Apostles whose job was to coordinate the growth of the Church throughout. The central Church then and in the world to come will be in Jerusalem (Revelation 21).
It is said that he was crucified upside down while in Rome circa 67 AD. In the 7th Century AD, the bones of Peter, Paul and others where given to the King of England (see below).
Furthermore, there is a letter of Pope Vitalian's decision in 656 A.D. that the Church was not interested in the remains of the two Apostles and therefore, ordered them sent to Oswy, King of Britain. Here is an excerpt from the Pope's letter to the King, 'However, we have ordered the blessed gifts of the holy Martyrs, that is, the relics of the blessed apostles, Peter and Paul, and of the holy martyrs Laurentius, John, and Paul, and Gregory, and Pancratius, to be delivered to the bearers of these our letters, to be by them delivered to you (Bedes 'Ecclesiastical History,' bk. III, ch. 29). Just astounding that the bones or relics as this Pope called them would be sent from Rome to Britain - the new land of Israel!!
Saint Linus was chosen as the second head of the Church. Some say Peter personally chose him as his successor. The title of pope did not come into use for a number of years but all of these early leaders of the Church are considered to have been popes. Initially, Peter ruled the Church from Jerusalem but when the situation became a bit dangerous for him there, he ruled from Antioch as it was impossible for him to go to Rome due to ban against Jews in that city put in place by Roman Emperor Claudius. When Nero lifted the ban, he moved the headquarters to Rome which was considered the center of the world at the time. Peter even mentions in 1Peter: 5-13 that he was writing from Babylon. Babylon was a code name used by Jews for Rome at the time. Babylon was in ruins and no longer existed during these years. Peter used the code to disguise his actual location as he was a wanted man.
