During the Vietnam and till 1975 Vietnam was divided in two parts. North Vietnam and South Vietnam. Government in South was supported by USA and was not socialist in nature. Majority of population in South supported US led war effort but population of North Vietnam was much larger than South and stood firmly behind Ho Chi Minh and his forces in war against USA.

The insurgent Vietnamese forces during the Vietnam War were primarily known as the Viet Cong, or the National Front for the Liberation of South Vietnam. They were a communist-led guerrilla group that fought against the South Vietnamese government and U.S. forces. The Viet Cong operated alongside the North Vietnamese Army (NVA), which was the regular military of North Vietnam.

There was no "dictator" of Vietnam during the Vietnam War. The Democratic Republic of Vietnam North Vietnam) was led by Ho Chi Minh until his death in 1969 when Le Duan became the leader. The Government of Vietnam or Republic of Vietnam (South Vietnam) was originally led by Ngo Dinh Diem until his assassination in 1963. Afterwards, a series of "revolving door" leaders emerged, including Nguyen Cao Ky, General Khanh, Duong Van Minh, and Nguyen Van Thieu.
