The Admiral was Isoroku Yamamoto.
That is incorrect. It was Admiral Chuichi Nagumo. Yamamoto was the commander of the Japanese Combined Fleet, and so was overall in charge of the planning and decision making. Nagumo lead the actual attack.
Admiral Chuichi Nagumo was selected to head the sneak attack on Pearl Harbor. He was left to handle the situation as he saw fit as to the extent of the reach of the attack. He therefore did not pursue additional air attacks on more dockyards and fuel tanks. He also believed that it was too risky to search for two large US aircraft carriers out at sea on December 7, 1941. He thought the entire idea was too risky and was content to do the damage he did. As an aside, Pearl Harbor was the largest naval base in the world.
