It depends, Cuba still considers Russia the nation that would protect it if America invaded. But a considerable minority of people in Azerbaijan are Russian and vice versa.

In 1962, the world learned that Russia was doing construction in Cuba. When shapes resembling missiles were seen, the US went to a high military alert level. Eventually US forces blockaded Cuba so that no more equipment and missiles could be shipped there.
Venezuela gives Cuba more aid than any other country. Russia stopped most aid in the 1990's. Bolivia and China give aid as well. Cuba is also a member of the Association of Caribbean States and has trade with South/Central American countries.

Cuba is very close to Florida. Any missile attack against the US that is launched from Cuba would arrive very rapidly and would allow very little time to deploy any anti-missile defenses. Hence, an attack coming from Cuba is potentially much more dangerous than an attack coming from Russia, which is very far from the US (not counting the proximity of Siberia to Alaska, which is of less strategic importance).
After the Bay of Pigs, where the U.S. invaded Cuba in attempt to overthrow Cuban government, Fidel Castro, the Cuban dictator, was very uneasy about the U.S.. It was because of the Bay of Pigs that Cuba became suspicious of the U.S. after that. When the Soviet Union asked to install missiles in Cuba, they agreed because that way they would feel more protected if the U.S. was to attack again.
