The DMV says that "anyone who sells a vehicle for profit needs a dealer license". It doesn't matter if you sell one or one hundred, it's the profit that counts.
If you're doing a person-to-person sale as you would selling your car to your neighbor, you're OK.
If you buy even a single car with the intention to sell it for profit, you'll need a license.
