Secretary of State, William H. Seward. The territory was purchased for $7.2 million dollars in 1868. It was initially thought to be a foolish purchase. Many newspapers referred to the purchase as "Seward's Folly." It wasn't until the discovery of gold in the 1890s when Seward's vision was vinidcated.
