The Statue of Liberty was not actually commissioned. It was basically a gift from the French to the American people. A very large percentage of the financing was by personal gift; small amounts from many! See discussion! It was indeed commissioned by the French government, completed and shipped to the U.S. in 1886. The French taxpayers could thus be said to have indirectly contributed personal amounts, whether voluntarily or not.
