Political parties have their own people to control them, with some sort of executive committee who decide on things like how the party is run and on its policies. They take submissions and ideas from the ordinary members. The party will have officers, such as a chairman, a treasurer, a secretary and of course they will have a leader. The committee and its officers will change through internal elections that they have, often at annual conferences, so things can change over time.
