Actually, the United States government does not own any of the property that makes up the U.S. occupied area of Guantanamo Bay, Cuba. Following the Spanish/American War, a treaty was established between the Cuban and U.S. governments, and the Cuban government leased the GITMO property to the U.S. for use by the Navy as a staging and fueling point, ultimately becoming a U.S. Naval Station, the only one to ever be established in a communist run country. The lease is in effect 'forever', until dissolved by both the U.S. and Cuban governments, per the original and ammended agreements. Of course, this all took place before the time of former Cuban President Fidel Castro, and the current view of the Cuban government is the lease is not valid (though forcing the issue is not a current priority of the Cuban government). Also, in recent years, the U.S. has been accused of abusing the terms of the land lease by using the property for purposes other than those originally agreed upon between the two governments, i.e., U.S. Navy wargames and the establishment of a prison facility for U.S.-accused terrorists. Since the late 1950s, the Cuban government has prohibited Cubans from seeking and securing employment on the U.S. leased property.
