But the government can make laws and trace IP Adresses over the internet. On Wednesday 1/18/2012, the government is trying to pass a Anti-Piracy Law. This answer was written on 1/17/12 so the US is not sure if they should pass it to against pirating, because major websites are protesting against this act. If they pass it, technically, they own the internet.
