Schools don't have "laws", except those common to the location as a whole and those passed to specifically apply to the school by the appropriate legislature.
The rules of the school are set by the "board" (depending on what the school is, this might be called a "school board", a "board of trustees", or some other name) in conjunction with the teachers and administrators of the school.
