That depends on the location. Some cities or counties put on fireworks displays, paid for with tax dollars. Some corporations sponsor the displays, and some are entirely commercial. In our community, here in Colorado, the local fire dept. raises funds in several ways - one of which are change containers for donations at local businesses.
