Anyone with income above a certain level has to file a tax return on tax day. This income threshold changes every year and depends on your filing status and age. For example, a single taxpayer under age 65 had to file a 2011 return if their income was $9,500 or more. Different levels apply to all the other different filing statuses. As for who actually has to pay, that depends on your withholding. If enough tax was not withheld from your paycheck over the course of the year, then you will have to pay the IRS when you file your tax return.
