Depends on what country you are talking about. In France, it was proposed by representatives of the so-called Third Estate in 1789. In Russia, is was introduced by the Bolsjewiki in 1918, and they did a lot of other unpleasant things to the nobles as well. In the UK, taxation of (also noble) estates was introduced in 1894.
