When the Moon is "new", it is very near to the Sun in the sky, and the side of the Moon that is illuminated by the Sun is facing AWAY from the Earth. So between the darkness of the "dark side of the Moon" and the brilliance of the Sun in the sky, it is nearly (but not totally!) impossible to see the "new" Moon.
