Padraig Pearse.
Patrick Pearse (Volunteers) read the Proclamation of the Republic outside the GPO, he was captured and executed after the Easter rising of 1916 along with others. This included the 7 signatories (including Connolly and Pearse).
Padraig Pearse was proclaiming Ireland's freedom, so that is why the proclamation was read. The GPO was one of the most important buildings in Dublin, is on the main street in Dublin and was the headquarters of the rising, so that is why it was read in that location.
The Irish Proclamation of Independence was read out outside the GPO on the 24th of April 1916.
