I do not think Ptolemy moved to Rome. Cleopatra lived there briefly as mistress of Julius Caesar, with full knowledge of Caesar's wife and the Roman people, but Caesar was so powerful and popular at the time that this indiscretion was tolerated. After Caesar's assassination, I think Cleopatra returned to Egypt. Her plans to revisit Rome as a conqueress, with her new husband Marc Antony, were thwarted at the Battle of Actium.
