Air Force One is any US Air Force Vehicle currently and publicly carrying the President of the United States. It is only called Air Force One when the president is on board.

However, for security reasons, if the President does not want it to be public knowledge of his travels, the plane may be called something else.

The President and the other important representatives on board. When the Vice President flies in this a/c it is designated Air Force 2. They only use AF1 designation when the airplane takes off with the President on board. Otherwise, the pilot uses the A/C tail number when talking to Air Traffic Controller for instructions.

Each president selects their own AF pilot to always fly them. Many times the same pilot will stay on through presidents. Obama's pilot was Bushes co-pilot.
