Actually, all Pharoes were considered gods by the ancient Egyptians, especially Ramses as they said he became one of the Egyptian gods.
The pharoh was an absolute symbol of the gods Osiris and Horus because they represented upper and lower Egypt . They believed all Pharoes were offspring of the gods.
