Nobody.

King Charles Stuart (Charles I) was beheaded on Tuesday, 30 January 1649.

a Council of State was set-up instead of the monarchy and Oliver Cromwell was its first chairman.

However, on the restoration of the Monarchy, (on 8 May 1660) Parliament proclaimed that King Charles II had been the lawful monarch since the execution of his father Charles I, thus constitutionally it was as if the nineteen years interregnum had never happened.
