Most people don't consider that God ruled over Israel from the moment they agreed to "obey His voice" and entered into their covenant relationship with Him [Ex.19].

Moses, Joshua, Caleb, etc., administered the laws that God set forth for them to obey.

After Joshua, however, Israel entered into what some call the "Judges Era" [recorded in the book of Judges -- perhaps the bloodiest chapter in Israel's history] in which the tribes of Israel conducted themselves somewhat independently of one another each in their own interests, without any prominent leader. During this time, God would raise "judges" up among them as various dire circumstances required to bail them out of the troubles and woes they each in turn got themselves into.

God was still their Sovereign Ruler.

Following this troublesome period of indifference by Israel toward their agreement with God and His laws... the Israelites decided that they didn't want an "invisible" God to rule them, and petitioned to have a "man" rule them. A "king" whom they could see, like all the other nations around them had.

God allowed Israel's petition, and the kings of Israel and Judah [some faithful to God laws, some not] began their rule over the tribes of Israel.
