The UAE is a Federation of 7 states (or Emirates), it is run along the lines of a Federation of States with a central government (with a President and Prime Minister), but also a local government normally which is ruled the patriarchal chief or Sheikh normally referred to as "The Ruler of Dubai" or "The Ruler of Sharjah" etc.

The "Rulers" of each Emirate are hereditary heirs to the title and it is normally passed from father to first born son.

The President is an elected figure, but historically has always been the first born son of the Zayed "clan", the ruling family of the Emirate of Abu Dhabi and also seat of government of the UAE.

His Highness Sheikh khalifa Bin Zayed Al Nahyan is the President of the United Arab Emirates and ruler of the capital, Abu Dhabi. He is the son of the late President Sheikh Zayed Bin Sultan Al Nahyan who passed away on 2nd of November, 2004.
