This refers to the classic Star Trek episode "The City on the Edge of Forever", in which the line was delivered by Captain Kirk (William Shatner) to Edith Keeler (guest star Joan Collins). While the episode's script was originally written by Harlan Ellison, it was rewritten internally, which famously pissed Ellison off. Whether that particular line was written by him or a later editor, I couldn't say.
