I do not think this is a quote actually spoken by someone, but I do know that it is anti-death penalty slogan commonly used on bumper stickers and the like. The proper saying is:
"We kill people that kill people to show that killing people is wrong."
It puts into perspective the strange reasoning behind the death penalty.

Personally I do not believe it can, this is due to the fact that you could be faced with the situation that a terrorist will kill one thousand people and only you can stop him. Now absolutist ethics would say that you cannot kill the terrorist as killing is always wrong, but i think that by not killing the terrorist you are effectively condemning the one thousand people to death therefore i consider this to be morally wrong more so than killing the terrorist.
