There is no president of Congress. The House members elect a Speaker to chair the sessions. Not surprisingly, the speaker is always from the majority party.

In the Senate, the vice-President of the United States is the official president of the body. They also elect a President pro tempore who is a senator, to chair when the VP is not there.
