Well he was hanging around backstage Until Kurt angle called out anyone to challenge him. Suddenly John Cena came out and they started Wrestling. John Cena won the match. So no one sent John Cena to the WWE he was just another rookie backstage.

P.S I am a big 110 percent fan of John Cena.
