The Jews. The Roman governor Pilate saw that Jesus was a blameless man and asked the crowd who consisted of mostly Jews to pardon Jesus. It was Passover and the Jews were allowed to allow one prinsoner form the jail to be set free. The Jews chose for a murder named Barabas to be set free and chanted for Jesus to be crucified. Read Matthew 27: 11-25.

Crucifixion (not, 'crucification') was a Roman form of execution. For someone to be crucified they had to have broken a Roman law. Therefore, Jesus must have broken a Roman law, which means the Roman governor sentenced him to crucificxion. Whether the population of Jerusalem at the time chose to free him or not, the ones who sentenced him were Roman.

There us no set-in-stone amount of times Jesus prayed. According to the Bible, He would often pray before performing miracles, while chilling out and fasting in the desert, and in the Garden before his crucification. But who knows.
