The stops are usually preset from the factory. On newer, computerized machines, the gaming facility cannot change when jackpots are paid out; it is completely random based on information preset into the machines computer. On the older, manual machines, there were several cylinders that spun around and had notches (or slots) on the outside edge, which correlated to a symbol one of the reals. Some crooked casinos would block the slot for the "7" on one of the reals, which would eliminate the possibility for a jackpot payout.
