1Jn 1:9 If we confess our sins, He is faithful and just to forgive us our sins and to cleanse us from all unrighteousness.
To God - this verse is talking about Christians maintaining their fellowship with God. In order for a Christian to walk day by day in fellowship with God and with fellow believers, they must confess their sins.
"He who covers his sins will not prosper: but whoever confesses and forsakes them will have mercy" (Prov 28:13).
and
Jas 5:16 Confess your trespasses to one another, and pray for one another, that you may be healed. The effective, fervent prayer of a righteous man avails much.
To fellow believers - I think the thought here is primarily when we sin against someone else, we should be prompt to confess this sin to the person we have wronged.
Protestant Christians do not believe it necessary to have confession as the Catholic church does. It derives from the scripture that tells us that if we confess our sins, God will forgive us and cleanse us from all unrighteousness. But our confession is to God, not to the preacher/priest.

No. That is a purely Catholic belief. Catholics believe that you must go through the priest to confess your sins because we are still separated from God. Christians, on the other hand, believe that Jesus paid the price and therefore can have a full and wonderful relationship with God. This involves confessing sins to God, not through the church, but as a result of procation of the Holy Spirit.

Writing a "personal creed" is actually against what Luther taught. If your pastor or church is making you write a "personal creed" then you should simply write out the Apostle's or Nicene Creed. Tell them that this is your "personal creed" and it is also the creed of the entire church. Tell them that Christians are not supposed to confess their own personal versions of the faith, Christians are supposed to confess "the faith which was once and for all delivered to the saints" (Jude 3).
