Bills become laws when they have been passed by a majority vote in both the House and the Senate, and then signed by the President.
Certain types of bills require different numbers of votes.

???
The U.S. Congress passes bills that become Federal Laws when the U.S. President signs them (although there are cases in which Congress can make a bill into a law without the President's approval), and each state Congress passes bills that become state laws when the Governor of the state signs them.
In the federal courts, the president signs the Bill of Rights to grant a law passed. Prior the president signing the bill, the law must pass the approval of Congress.
He signs the bill to make it a law.
In the United States, the legislative branch of the Federal government proposes bills that it wishes to be enacted into law. Many times, however, a President can make it known that it wants to make a new law. In such a case, the member of the president's party will propose a bill that the president has asked for. When both houses of Congress pass a bill, it does not become a law until the president signs it into law.
Law.
The Constitution also guarantees "checks and balances." The President, a member of the executive branch, gets to decide whether to sign the bill into law or veto it. If he signs it, then the bill is law. If he vetoes it, then the Congress can override the veto with a two-thirds majority and the bill will become law.
The Taft-Hartley Act the GI Bill The Atlantic Charter
it was the Congress to make it a bill and the President to make it a law
That would be the President of the United States, after passage by the U.S. House of Representatives and the U.S. Senate.
um i donesnt make sence
The same was as in every other state. A state representative introduces a bill in the legislature - it is debated - it is passed - it is sent to the Governor - who either signs it or vetoes it. If he signs it, it becomes law.
THe President can make a bill that has passed Congress into a law by signing it. It also becomes law in 10 days if he does not sign it, unless Congress adjourns in less than 10 days after giving him the bill.
