In general, the vast majority of auto thieves are young males, 13 to 25.
It has been noted some police officers act out their fantasies by towing any car for any 'pretext'.
Officers will receive a small kick back from the tow company, but they risk prison for nominal amounts.
When caught, they admit it wasn't the money that motivated them, but the thrill of separating the legal owner from his vehicle.
All legitimate agencies are aware of this problem and monitor who is in the lead for vehicle tows/impounds.
But some agencies encourage officers to tow as it generates income and is MOST often used to discourage minorities (Indians and Blacks in CA and Washington) and Hispanics in all states.
Most common in California, Washington and Oregon. All the US Senators are aware of the above situation, but have discouraged the proper federal agency from protecting the civil rights of victims as it would embarrass the Mayors and authorities in these locations.
