Nazi Germany did, which was controlled by the President Karl Dönitz. Adolf Hitler had committed suicide about a week earlier, and when he did, his will made Admiral Dönitz the new president. The highest ranking general in the German military, Alfred Jodl, is the one who actually signed the paperwork on behalf of Dönitz for Germany to officially surrender.

Nobody, except a few individual soldiers here and there, who preferred to try to be taken prisoner instead of being killed. D-Day was the US, British and Canadian invasion of France, so their ground troops could come to grips with the German Army. It took eleven months after D-Day before the Germans surrendered.
