Vietnam was a French colony, part of French Indochina. Japan occupied Vietnam in the summer of 1941. At that time the Germans had overrun and occupied northern France and set up the puppet government of Vichy in southern France. The Vichy regime offered no objection.

The day after Pearl Harbor two British ships, the HMS Prince of Wales, a battleship, and the HMS Repulse, a battlecruiser, were sunk by Japanese aircraft operating from Saigon (now Ho Chi Minh City), which was later the capital of South Vietnam.
