Belgium is a creation of the french, English and Germans. So there would be a buffer between France and Germany and to see that holland (who it was owned by before the independace) didn't became a to big power. This was decided at the treaty fo Vienna. There was no regard for the bilangual problem for the future. It should have been divided into a piece for the french and a piece for the Netherlands, seeing that the belgians are 65% dutch-speaking and 35% french-speaking.
