i dunno if it was in 1914, but king Louis XIV was one. try this info i got off a website: The French first came to the New World as explorers, seeking a route to the Pacific Ocean and wealth. Major French exploration of North America began under the reign of King Francis I. In 1524, Francis sent Italian-born Giovanni da Verrazano to explore the region between Florida and Newfoundland for a route to the Pacific Ocean. Although he failed to find such a route, Verrazano became the first European to explore much of the Atlantic coast of the United States and Canada. Later, in 1534, Francis sent Jacques Cartier on the first of three voyages to explore the coast of Newfoundland and the St. Lawrence River.

France has been a republic since 1789 so they have not had a king since then. World War I was 1914-1918

Actually, that statement is incorrect on two counts. While it is true that France was a republic during World War I and therefore had no king, it was not continuously a republic, nor was it without a king from the revolution until that time.

The republic was interrupted from 1804-1814, when Napoleon Bonaparte was emperor. When he was overthrown, the monarchy was reestablished, and Louis XVIII reigned from 1814-1824, then Charles X from 1824-1830. His reign ended with the July Revolution, which put Louis-Philippe on the throne until 1848. Then in 1852, Napoleon III was crowned emperor; a position he retained until 1871, when the Third Republic began.

And to give an answer to the question posed, though France had no king during World War one, the President of the Republic was Raymond Poincaré.
