Justinian I wanted to reform the law of the Byzantine Empire primarily because the law needed to be reorganized. Justinian I was also referred to as Justinian the Great.

Laws exist to create rules regarding criminal matters and civil matters. Justinian I commissioned the Corpus Juris Civilis (Body of Civil Law) which was called the Justinian Code during the Renaissance. It collected centuries of Roman civil law and revised them and scrapped redundant ones. This work, which was lost and rediscovered in 1011 has provided a template for civil law in Europe ever since. It is the foundation of the civil law of many modern countries.
