The US Constitution provides that the congress shall declare war. The congress declared war on Germany when Woodrow Wilson was president in 1917 and when Franklin Delano Roosevelt was president in 1941.

After Japan bombed Pearl Harbor we declared war on them. Germany was an ally of Japan so they declared war on us. Italy was an ally of Germany so they went along with Germany and declared war.
The US did not declare war on Germany. Germany declared war on the US, on December 11, 1941. This was four days after the Japanese attacked Pearl Harbor, and three days after the US declared war on Japan. Shortly after, Italy also declared war on the US. The procedure is the president asks Congress for a Declaration of War, and Congress then votes on the question.
There is really no telling what would have happened had Germany won the war; we do not even know that the US would have had any President. Perhaps the US would have been governed by a deputy Fuhrer appointed in Berlin.
According to Article 1, Section 8 of the Constitution, Congress has the power to declare war. But the President is the commander-in-chief of the armed forces.
