Leon Trotsky was the chief negotiator sent by Lenin to work out the terms of the treaty. Trotsky's orders were to stall the negotiations in hopes that Britain and France would end the war and Russia would not be forced to agree to a treaty ending the war that might cost them land and reparations. Germany grew tired of the delays, called off the talks and resumed hostilities against Russia. Lenin was then forced to accept an even harsher treaty than the one that had been proposed before.
