Vishnu and shiva are part of the universal holy trinity with vishnu being the preserver, shiva being the destroyer, and brahma the creator. vishnu is said to have no beginning and the same thing with shiva but there are different versions to there births. They are similar because they worship eachother and they are part of the trinity. They are different since their functions are different and vishnu takes mortal form. Also they have different wives. There have been debates about which one of them is stronger but there was a story that cleared this. One day sati, shiva's first wife, killed herself since her father daksha made fun of shiva. Shiva got pissed and created veerbhrada. Daksha ask vishnu for help but vishnu said if he and shiva were to fought with their destructive powers, the whole universe will be reduced to nothing implying that they are equally matched in power

By concept, TriDevas( Brahma, Vishnu & Shiva) are fundamental and no one created them. However, Padmapurana speaks of Vishnu creating Shiva. However Padmapurana may not be a real purana. It was created by some cultists hoping to spread their influence.The Puranas are basically stories created to make people understand the truth of Vedas. These stories differ from Puranas to Puranas as they are not the absolute truth.Any person hoping to worship his chosen form-Brahma,Vishnu or Mahesh(Shiva ) reads the particular Purana to increase his or her devotion. As such there is no need to compare and classify the Puranas as done by Padmapurana.
The three main gods in Hinduism are,1. Vishnu and his incarnations2. Shiva and his sons Ganesha and Subramani3. Shakti in its various forms.
There are hundreds of Gods and goddesses, but the three main ones are Brahman, Vishnu and Shiva. Brahman created the world, Shiva destroys the world and creates new and Vishnu cares for the world. They also so believe in Brahma which is the energy that is everywhere.
