After A.D. 639, the Merovingians became the Kings of the Franks, but none of them ever amounted to anything, and did no ruling, instead the "mayors of the palace" ruled the Kingdom, the last of these was Pepin II. In 751, Pepin asks the Holy Father if it was right that the man who exercised no political power should be King? The Pope replied in the negative, and Pepin the Short became King of the Franks.
Charlemagne succeeded to half his father's throne (the kingdom of the Franks, which became what we know as France) upon his death in 768, and three years later the other half when his brother, Carloman died. He was not elected King of the Franks, he succeeded his father. In A.D. 800 he was crowned by the Pope as Emperor of Europe.
