The Alliance for Progress was initiated by U.S. President John F. Kennedy in 1961. Its aim was to establish economic cooperation between the U.S. and Latin America. While many nations in Latin America benefited from various aspects of the program, it was widely considered a failure for three reasons: First, Latin American nations were unwilling to implement needed reforms, particularly in land reform. Second, the presidents who followed Kennedy were less supportive of the program. Finally, the amount of money was not enough to reform an entire hemisphere: $20 billion averaged out to only $10 per Latin American.
