Mikhail Gorbachev , who had become USSR leader in March 1985. It was after the defeat of an attempted coup by hard-line communists in August 1991 that the Soviet Union began to break up as the various constituent Republics declared their independence. Gorbachev resigned as USSR President on Dec 25th 1991 and the day after the Soviet Union formally ceased to exist and the Russian Federation took over and was recognised by the USA and European Union in Jan 1992.
