Before Lee was appointed General-in-Chief in January 1865, there was no such post.

The Confederate President, Jefferson Davis, had hoped to be given the job at the outbreak of war, and did not like being 'kicked upstairs' to the presidency. For most of the war, he tried to do the job himself, and failed badly.
