He had all the allied forces under his command for that ( not the Pacific Theater forces obviously ) and his local officers in direct charge were General Montgomery in command of British and Canadian Forces and Gen Omar Bradley, US Army , in charge of American Forces.

they had no choice. the US was the deciding factor in the European theatre. after the japonese bombed pearl harbor, if the allied forces wanted to continue to have US support, they would have to support the war in the Pacific theatre.
