He was not the King of England, but of The United Kingdom of Great Britain and Ireland.

England is a part of The United Kingdom but there has not been a King or Queen of England since 1707.

The King Of England (by then the King Of Great Britain) was George III. However, due to mental illness, George III was unable to rule from 1811 to 1820, and so his son, George Prince Of Wales (later King George IV) ruled in his place.
