LCDR T class was created in 1879.
A USCG LCDR is called a "Lieutenant Commander." In the United States Coast Guard, the rank of LCDR is above Lieutenant and below Commander. Officers at this rank often have significant responsibilities and leadership roles within their units.

Yes, a Navy Lieutenant Commander (LCDR) outranks an Army or Marine Corps Captain. In the U.S. military, both the LCDR and Captain hold the same pay grade (O-4), but the Navy’s rank structure places the LCDR above the Captain in terms of hierarchical ranking. Therefore, while they share a similar pay grade, the LCDR is considered senior to the Army or Marine Captain.
O-5 (Lt Col or LCDR)

In the US Navy, a really hot Lieutenant can expect to be "deep selected" for LCDR after being a LT for 4 years, and the good LT hopes to make it in 5. If he is "passed over" for selection, there is a very slim chance that he can make it in the following year, but after that he's generally out. The O4/LCDR rank is really the first cut; anybody who breathes can become an O3 LT, but the Navy generally plans to cut about 30% of the LTs at the 8-year-mark.
