No slaves were directly freed by the Proclamation.

It applied only to slaves in the states that were in rebellion, over which Lincoln had no authority at that time. And it allowed slavery to continue in the states of the Upper South that had remained loyal.

However, it licensed Union troops to free any slaves they came across in their Southern campaigns. This deprived Southern farmers of their labour-force, and helped to starve the Confederacy into submission.

So in a roundabout way, the Proclamation did help to free the slaves.
