Elizabet I was queen from before Shakespeare was born until her death in 1603. After that, her cousin James I became king, and remained on the throne until after Shakespeare's death in 1616.

If I remember correctly, 'The Tempest' was Shakespeare's last play, so James the First (of England, Sixth of Scotland) was on the throne of England when Shakespeare wrote it.

In 1603, Queen Elizabeth died and James I succeeded to the throne as king. He was the king at the time of Shakespeare's death in 1616.
