The proclamation of king George III might be said to "oppose" the settlers' free choice of where to settle, since it forbade them to settle west of the Appalachian mountains. Basically the idea was to first get the existing colonies along the USA's east coast better organized, and to tempt settles to rather try their luck settling in the newly acquired province of Quebec, Canada.
