The mascara was committed by Serbs (technically Bosnian Serb army, de-facto heavily supported by the Yugoslav army). Serbian army has relatively easily entered the city because the Bosniak defenders were largely disarmed since the United Nations were formally defending the town. Actually, UN forces (Dutch UNPROFOR troops) have only shot warning shots and have never confronted the advancing Serbian army. Neither did the NATO air-strikes occur because the Serbs have threatened to kill Dutch troops and captured French soldiers.

The fate of Srebrenica was originally planned for much larger enclave of Goražde (65,000 people, approx. 50 km from Srebrenica). Since the defending Bosniaks in Goražde refused to disarm as required by UN Commander Rupert Smith, Serbian forces have turned to smaller and undefended Srebrenica where they committed the massacre. Obviously, the responsibility for the massacre lies partially with the UN forces that have disarmed the defenders of the enclave and completely failed to prevent entry of Serbian army into the town.
